Job Class: Exempt/Salary, $8,000-$9,000/month DOE
Reports To: Director of HR and Operations
Location: Seattle, WA
At the Seattle Institute for Biomedical and Clinical Research (SIBCR), scientists seek new ways to improve the health and well-being of Veterans through research and education conducted at the VA Puget Sound Health Care System (VAPSHCS). Summary:
SIBCR is seeking a highly organized and detail-oriented Assistant Director of Human Resources (HR) to work with principal investigators (PIs), staff and administrators in support of the research and education programs at the VAPSHCS and MGVAMC. The Assistant Director of HR will work in a team environment performing daily responsibilities interfacing with myriad administrators, PIs, and staff. This is a new position with potential advancement to the Director of HR position.
Responsibilities:
- Provide overall HR guidance to the department, with supervision of HR Manager and Administrative Manager.
- Maintain knowledge of legal requirements and government reporting regulations affecting human resources functions and ensure policies, procedures, and reporting requirements are in compliance.
- Maintain compliance of the Affirmative Action Plan and develop and implement recruitment and outreach strategies to attract diverse pools of talent.
- Oversee human resource’s role in payroll and benefits including 403(b) retirement plan compliance. Responsible for HRIS changes, working collaboratively with accounting and payroll processing.
- Serve as a trusted advisor to PI/managers, support employee concerns, manage employee relations, provide coaching and counseling, manage discipline procedures and participate in investigations as needed.
- Be knowledgeable about HR technology to include payroll/HRIS and applicant tracking systems.
- Participate in the development and administration of goals, objectives, and procedures for HR department. Analyze and assess departmental data, policies, and operational needs to identify, suggest, and manage process improvements with HR team.
- Demonstrate a sensitivity to and understanding of the diverse and complex working environment of administration, employees, PIs and research administrators at the VAPSHCS and MGVAMC.
- Develop and maintain HR initiatives that enhance employee engagement, retention and organizational development. Oversee the coordination of employee events.
- Build formal and informal relationship networks inside and outside the institute to enhance institutional visibility in the research community.
Minimum Qualifications:
- BA/BS degree with 5+ years’ experience and knowledge of human resources including the development and implementation of human resources policies, programs and services, or equivalent experience.
- Proven record of supervisory experience and senior level human resources duties.
- Excellent verbal and written skills and able to analyze complex situations, identify issues, and develop effective solutions.
- Attention to detail and ability to follow-up regularly, prioritize, and independently perform complicated tasks with minimal direction.
Preferred Qualifications:
- Professional certification (PHR/SPHR and/or SHRM-CP/SHRM-SCP).
- Experience in nonprofit and/or research administration.

Conditions of Employment:

Work Location:
- This position may be eligible for hybrid work (combination of in-office and telework).
- In-office work is based at SIBCR’s offices in Seattle at the VA Puget Sound and Puget Sound Plaza.
- Occasional travel may be required.
