Job Summary
Officers are responsible for providing protection and service to all students, faculty, staff, and the general public at all college campuses and facilities of the district. In-person work on campus is an essential function of this position.
Essential Functions
Provide enforcement and maintenance of law and order by continuous patrol, surveillance, crime prevention, and enforcement of all applicable laws of the city, county, state, and federal governments, in accordance with EL Paso Community College policies and procedures. Patrol assigned college campuses and facilities by motor vehicle, bike, or foot.
Answer calls from Central Dispatch to assist students, faculty, staff, and the general public with requests for service, and civil or criminal complaints. Open and secure campus facilities on a daily basis. Set alarms and security surveillance systems. Monitor campus facilities via security surveillance systems and by mobile and foot patrol activities. Inspect premises for indications of criminal activity.
Conduct preliminary investigations. Obtain information, documents, and file initial reports, witness statements, affidavits, and supplemental reports. Identify and make proper arrest(s) of offender(s) as required. Transport prisoners to local police stations or county jail for processing and booking. Testify in court when summoned. Coordinate criminal investigations with the city, county, state, and federal agencies.
Provide first aid during medical emergencies. Coordinate with Emergency Medical Services and Fire Department to transport persons from campus facilities to local hospitals when medical situations arise. Provide evacuation assistance and directions in emergency situations.
Follow up on pending cases, transport persons or property, make presentations to students and staff on crime prevention and safety. Provide escorts for personal safety or to personnel making cash deposits. Assist with data entry for vehicle registration and issuance of vehicle parking decals. Provide courtesy services to motorists (e.g. automobile jump starts, unlock vehicles, etc.).
Perform basic duties as terminal operator (dispatcher), including training and Texas Law Enforcement Telecommunication System (TLETS) certification to obtain information through Texas Crime Information Center (TCIC)/ National Crime Information Center (NCIC).
Perform other duties as assigned.
Qualifications
Required Qualifications:
1. High school diploma or equivalent.
2. Active Peace Officer License from the State of Texas: Texas Commission on Law Enforcement (TCOLE) or successful completion of a TCOLE accredited academy and must provide proof of having successfully passed the state exam for licensure as a Peace Officer and be eligible for commission.
3. Experience/ability to conduct investigations.
4. Experience/ability to enforce laws and regulations.
5. Strong interpersonal and communication (oral and written) skills.
6. Ability to analyze complex or difficult situations quickly, objectively, and act accordingly.
7. Ability to cope with situations firmly, courteously, tactfully, and with respect for the rights of others.
8. Must be familiar with and knowledgeable of use of force and arrest procedures, involving interaction with all local law enforcement agencies.
9. Must pass a medical examination and psychological and drug screening as required by Texas Commission on Law Enforcement (TCOLE) or El Paso Community College.
10. Must be a U.S. citizen.
11. Must successfully pass a thorough, comprehensive background investigation. *Failure to turn in required documents on checklist will result in disqualification.
12. Must successfully pass a fingerprint check by the Department of Public Safety (DPS) and the Federal Bureau of Investigations (FBI).
13. Must have registered for the Selective Service (if applicable).
14. Must submit a copy of Military Discharge Form (DD-214), if applicable.
15. Must possess a valid U.S. driver's license.
16. Must be insurable.
17. Must agree to swear or affirm to preserve, protect, and defend the Constitutions and laws of the United States and the State of Texas to the best of his/her ability.

1. Experience working in an academic setting.
2. Associate's Degree.
Special Conditions:
1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures.
2. Operating a motor vehicle is an essential job function of this position; all final position candidates will be required to undergo a motor vehicle records check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures. Thereafter, motor vehicle records checks will be conducted annually.
3. Job requires irregular or extended hours to include evenings, graveyards, weekends, and holidays.
4. Applicant must successfully complete an oral board interview.
5. Campus location and work schedule may vary.
