The Human Resources Generalist works in partnership with the Directors of Human Resources & Payroll and other HR/Payroll team members to serve as a principal employee consultant for clients at the college, carrying out a wide range of employment life cycle functions including classification, compensation, benefits, recruitment, employee relations, Title IX investigations, family medical leave and reasonable accommodation by actively engaging and working collaboratively with academic and administrative employees. Above all, a successful person in this role will be service-oriented, empathetic and eager to learn and grow as an HR professional.
Under minimal direction, this position independently performs professional level Human Resources assignments which require the application of independent judgment in the analysis of routine and complex human resource work within established standards. Daily work will include 1) effectively managing benefits functions and interrelated processes to assure accurate and appropriate benefits coverage and services for all eligible permanent, contracted and hourly employees; 2) effectively processing compensation and contracts to assure accurate and timely pay to all permanent, contracted and hourly employees; and 3) effectively managing the recruitment, screening and selection process ensuring fair and consistent application of appropriate laws, policies, and regulations while supporting college efforts toward equity and inclusion on campus.
As the Human Resources Generalist, it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff, and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.
Employee Type: Full Time Exempt, Temporary (expected to be made permanent within 18 months of start date)
Initial Salary: $68,097.54 annually, inclusive of 5% King County Premium Pay (KCPP)

Essential Duties
Employee Benefits and Leave
- Within a complex set of applicable College, State, and Federal health insurance and retirement policies, rules and laws, determine eligibility for all employee types for health insurance and retirement benefits, including shared benefits and shared costs under the multiple institutions rules
- Provide timely notification and information, and assure timely and accurate enrollment through required forms documentation and computer entry records and reports
- Provide timely and accurate determinations of benefits ineligibility in compliance with the Federal COBRA rules and Washington Health Care Authority requirements, including notice to employees and accurate documentation and computer entry records
- Determine eligibility for leave within a complex set of applicable State and Federal provisions such as Family Medical Leave Act, Family Care Act, Reasonable Accommodation and Discrimination laws
- Serve as a contact for benefits issues to the Washington State Human Resources, Washington Department of Retirement Systems, The State Board Retirement Plan, Washington Health Care Authority, the State Board for Community and Technical Colleges and similar agencies
- Provide timely resolution to problems encountered related to employee benefits
- Assure timely production, ordering, monitoring and corrections to benefits related reports
Recruitment and Hiring
- Collaborate with hiring authorities to develop and implement recruiting strategies and methods for general and specialized recruitments
- Recruit candidates to meet institutional staffing requirements
- Support, champion and help to continuously improve the Equity Advocate Hiring Program
- Conduct job analyses, identify position requirements, develop or modify examinations and establish rating criteria
- Collaborate with hiring authorities to recommend minimum and preferred qualifications of candidates, evaluate and refer candidates
- Train screening committee members on the colleges Applicant Tracking System as well as appropriate EEO and confidentiality standards for selection and interview procedures
- Maintain current recruitment information on the College web site
- Post job vacancy announcements to external web sites, write ads, submit within deadline parameters for publication, and monitor publication costs within established budget
- Serve as primary contact for candidates
- Perform initial New Hire Session and release new employee for work
- Collect data, maintain records and statistics; analyze and compile recruiting and retention data and information for reports; prepare and present narratives and statistical reports
Salary Administration and Contracting
- Process salary administration activities for all College employees
- Assure accurate initial salary placements
- In collaboration with Payroll:
- Monitor and assure accuracy of periodic increments for Classified Staff
- Accurately process legislatively and College initiated salary increases, changes and increments for all employees
- Assure accuracy for adjusted salaries and pay resulting from leaves without pay
- Maintain up-to-date classification & salary information from the Office of Financial Management
- Produce and ensure completion of contracts for college employees
- Respond to salary survey information requests as assigned
Unemployment Compensation
- Monitor, research, document claims; provide employers information to Employment Security and/or college representative
- Represent the college at hearings; research and provide explanation of college hours/wages reported quarterly
Workers Compensation
- Manage Washington State workers compensation claims, and assist with return to work efforts
- Maintain accurate and timely OSHA records
Other Duties
- Work collaboratively with the Director of HR & Payroll to:
- May direct the work of others
- Initiate and participate in continuous process improvement within scope of work
- Participate in campus-wide governance and committees as required
- Maintain written records and documentation
Perform other duties of a similar level and nature as requested
Education and Experience:
Minimum Qualifications
- Associate degree in human resources, organizational behavioral sciences or related field AND one year of experience providing HR support OR equivalent combination of education and HR experience
- Demonstrated knowledge of Human Resources office practices and procedures, State and Federal rules and laws and provisions of negotiated agreements
- Demonstrated commitment to equity and inclusion and the ability to support a diverse workplace and educational environment
Preferred Qualifications
- Bachelor degree in human resources, organizational behavioral sciences or related field
- Professional Human Resources (PHR) or Society for Human Resource Management certification (SHRM CP)
- Human Resources experience in a higher education or government setting
- Experience working with Human Resources Information Systems (HRIS)
- Experience recruiting and utilizing an online Applicant Tracking System (ATS)
- Experience with employee relations and conducting Title IX or other investigations
- Experience working in a unionized environment
Physical Work Environment
Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met.
The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Full-time employees are expected to be on-campus at least three (3) days per week with the option to work remotely for the remainder of their working days. Employees will need to provide their own remote workspace and internet access, noting the College will provide technical equipment and support for online work needs. During on-campus operations, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.
Positions in this class typically require operating a computer, communicating, observing, and repetitive motions.
This position involves exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, with or without reasonable accommodation.
