Position Summary

This position is responsible for all aspects of the Health Center Operations and Quality (OPS) department programs and services, and the alignment of OPS priorities with APCA’s strategic goals, funded commitments, APCA capacity, and resource availability. The OPS Director leads the department to understand and address health center needs and to improve health center and patient outcomes related to health center operations, and population health/clinical quality improvement.

The Director provides strategic leadership, plans, directs, coordinates, and provides administrative and programmatic oversight of the activities of the Health Center Operations and Quality Department, ensures program quality, and collaborates with partner organizations, constituents, and interested parties.

The OPS Director has supervisory and budgetary authority and responsibility for the department. The OPS Director is responsible for the implementation of appropriate policy as it relates to the planning, delivery, and evaluation of services delivered by the OPS department. The OPS Director is a member of APCA leadership, of critical importance is the positive promotion of the PCA both internally and externally.

Strategic Leadership

  • Develop and provide vision, strategic direction, and leadership for APCA’s efforts to support health center operations and population health/quality improvement, with input from leadership and stakeholders and in alignment with APCA’s strategic goals and funding requirements.
  • Drive assigned APCA strategic initiatives including project plan development, implementation, execution, and evaluation while meeting all deadlines and in collaboration with other APCA leadership.
  • Collaboratively leads and partners to position APCA for success in the areas of health center operations, population health and quality improvement.
  • Guide managers to develop and implement short- and long-term performance measures based on health center needs and manage programs and staff to improve outcomes as indicated by the performance measures, and within the goals of APCA and the Department.

Management and Supervision

  • Provide comprehensive senior level coordination, management, and subject matter expertise for health center operations and population health/quality improvement activities of APCA.
  • Identify and manage progress toward outcomes that reflect both project or program status as well as the impact on health or health center outcomes.
  • Leadership and management responsibility for the health center operations, population health and quality improvement activities of the organization.
  • Provide internal and external policy-driven guidance and assistance to internal and external customers.
  • Develop and manage budgets that support Department activities and grants, in collaboration with the Finance Officer and other APCA leadership.
  • Exhibit strong positive social intelligence when managing the Department.
  • Support staff members to achieve their best and highest potential through identifying strengths and areas in which professional development are warranted; providing honest and constructive performance and professional conduct feedback.
  • Evaluate and analyze problems and select and implement an effective course of corrective action.
  • Providing effective distribution of work activities among staff, and effective planning to meet deadlines.
  • Exhibits strong communication, social/emotional intelligence, and soft skills in relationship development with colleagues, CHCs, and partners. Models these behaviors to support their development in others. Provides honest and constructive feedback to colleagues.
  • Participate in and lead in professional development activities and maintains professional affiliations.
  • Provide oversight of day-to-day activities of the Department, including the execution of work plans and implementation of specific projects, adherence to required budgets, and other tasks as specified.
  • Ensure cross-departmental collaboration in appropriate areas.
  • Manage the creation and submission of reports on a range of projects and initiatives, including board reports, funder, and grant reports, to the CEO.
  • Assure that the department and APCA complies with local, state, and federal guidelines and regulations, as appropriate.
  • Develop OPS Staff members through duties that include recruitment, training, supervision, conflict resolution, collaborative work, evaluation, retention, and advancement in accordance with established policies and procedures of APCA, including succession planning for all department positions.

Grant and Program Development and Management

  • Lead and participate in the development of new programs, initiatives, and areas of work in collaboration with other departments and partners.
  • Lead large and complex projects; advise and guide staff leading smaller projects.
  • Lead staff to procure and manage contracts and subrecipient agreements necessary to implement OPS programs and projects, in accordance with funding requirements and APCA policies.
  • Lead and participate in development of funding proposals, projects, and budgets in collaboration with other APCA staff and stakeholders and in accordance with funding requirements and APCA policies.
  • Manage the development and submission of timely reports on grant and program implementation status and results to leadership, funders, and other stakeholders.
  • Collaborate with APCA leaders, managers, and staff to ensure that cross-divisional processes and workflows are efficient, aligned, and executed appropriately.
  • Oversee the design, collection, and analysis of program data related to assigned grants and contracts.

Partnership and External Affairs

  • Establish and maintain positive working relationships with health centers, and provide guidance and training necessary for OPS staff to do the same
  • Participate in professional development activities and maintain professional affiliations.
  • Promote and maintain close interagency working relationships with the community health center organizations and other APCA customers.
  • Collaborate with community, regional, and statewide partners to support APCA program delivery and to advance, meet, and address health center needs.
  • Provide input on policy interventions that would support health center operations and population health.
  • Work collaboratively with partners to achieve APCA and department strategic goals

Qualifications / Knowledge

Required

  • Bachelor’s degree in public or health policy, public health, or related discipline
  • 7 years progressively responsible experience in public health, health administration, health policy, health care services, or related disciplines
  • Health policy experience in community health centers or a related provider, primary care association, health or related member organization
  • Proficient capability with Microsoft Office Suite on a Windows platform
  • Must possess valid Alaska Driver’s License
  • Must have consistent access to insured, reliable private transportation

Preferred

  • Master’s Degree in Public Health, Health Administration, or related discipline
  • 5+ years' senior executive level experience
  • 5 years’ experience in health program management
  • Experience in community health centers or a related provider, primary care association, or health or related member organization

  • Demonstrated skills in government affairs, communications, and partnership development
  • Demonstrated skills in a range of non-profit management activities including budgeting and grants management, program development, human resources, and reporting/compliance
  • Demonstrated skills in qualitative and quantitative data analytics and reporting
  • Excellent written, oral, and software-based communication skills
  • Effective interpersonal and communication skills and the ability to work effectively with a variety of professionals and organizations
  • Ability to develop, maintain and promote collaborative relationships

  • Ability to handle varied activities; multiple, simultaneous projects in a fast-paced environment

Supervisory Relationship

    • Works under the direct supervision of the Chief Program Officer. Performance is assessed through review of work, integration, and cooperation within the department and APCA, communication with all stakeholders, quality and timeliness of deliverables and associated criteria.

Language Skills

Required

  • Fluency in written and spoken English required.
  • Superior written and oral communication skills.

Travel Required

In-city travel by personal vehicle for meetings, tasks, and errands as needed. In-state travel may occur. Mileage is reimbursed per APCA policy.

Hours per Week

This is a full-time position, 40 hours/week. Generally, the hours are 8:00 a.m. to 5:00 p.m.

Work Environment

Duties will generally be performed in an office setting with travel and associated accommodations throughout the local area, the state of Alaska, and the Lower 48 as needed.
